This mod changes the sewers underneath the capitol so that it resembles a livable space.

Cleaner Sewers by Captain Radish
First off -- this mod is for use with the Imperial Furniture mod by Amajor7 and
really is useless without it. Back in my Morrowind days I thoroughly enjoyed
setting up furniture in various places that were really not meant for furniture
(such as the various crypts and caves in the area). After finding the Imperial
Furniture mod I discovered that there really wasn't anywhere to set it up. So I
got into the editor and cleaned all the crap (broken barrels, rats, crabs, etc.)
out of the sewers underneath the Temple district of the IC in order to create a
slightly damp, but spacious living space for me to furnish.
Load the esp and travel to the IC Temple district. Look around for a sewer
entrance (toward the north of the district, I think) and you'll drop into the
changed sewers. Alternately, there is a way into this part of the sewer system
through the arena sewers.
As far as I can tell, this mod does not conflict with anything. It is one of
the few parts of the IC sewers to never be entered during the main game or any
sub-missions, so that shouldn't be a problem. It will, of course, conflict with
any mods that change the SE Tunnels, but I don't know of any.
